General State Aid...The Foundation level is set at $6,120. This is basically level compared to FY10.
There were several legislative changes that could possibly affect the GSA amount. In past years, when the GSA appropriation was inadequate, prorated shortfalls would only reduce the Supplemental Poverty Grant portion of GSA. For FY 2011, the statute has been changed and any proration needed for GSA will be calculated using the entire $4.6 billion GSA appropriation. GSA could also be prorated in FY 2011 because of SB 2499. The bill passed by the General Assembly requires ISBE to use the Cook County tax rates when calculating GSA for Elgin Unit District 46. If the Governor signs this bill into law approximately $22 million in additional GSA funding will be needed for Elgin. This would require GSA to be prorated. |
